Preparation of data for FIS FRDO in the Certificates-SP program

Program "Certificates-SP" provides preparation and export of information for FIS FRDO about certificates issued for all years of registration of certificates in the program.

To transmit information to FIS FRDO Schools must first fill out an Excel template file provided to them like "Template.xlsx". Next, this completed template file is loaded into the workplace program FIS FRDO.

This template is automatically filled in by the program. "Certificates-SP". Automatically populating the template file FIS FRDO eliminates the possibility of errors, since the certificates themselves are printed from the program with the same data. See an example of filling out the template FIS FRDO from the program:


  • gender of the graduate filled in automatically; if an error occurs, you can correct it by selecting from the list;
  • year of admission the program calculates automatically, but it needs to be checked and corrected, since both external study and repeated training are possible;

    Attention! There are no federal-level guidelines for filling out the template. Regional documents may interpret the year of admission differently.

    In some regions, for example, for grades 9 and 11, it is required to indicate the year of admission to grades 5 and 10, respectively, and when transferring to another school, the year of actual admission to the school from which the graduate graduates.

    In response to a request to the technical support of FIS FRDO, I received the answer: “The actual year of admission to your school is indicated. That is, either in the first grade or the year when the student was transferred to your school. The period of study is calculated automatically and may differ from the norm.”

    The point of view of FIS FRDO technical support is closer to me, so in the program I automatically put the year of entry into first grade, so that it turns out to be 9 and 11 years old. However, in the new version of the program, I made a choice to automatically calculate the year of admission for both options. Settings and recalculation of the year of receipt are done in "Graduates"- expand the window to the right.

    To avoid any problems, I advise you to get an official response from your education department. Then, if necessary, you can "Graduates" stretch the window to the right and correct the year of admission. The training period will be automatically calculated.

  • citizenship(now not required to be filled out) is selected from the list of formulations accepted in the FIS FRDO. The citizenship of the Russian Federation is automatically filled in, if this is not the case, correct it by selecting from the list;
  • Place of Birth graduate (not required to be completed now). The place of birth is filled in both manually and from the auto-fill list. The list can be edited:
    • enter a new name, press Enter and click on the column title - the program will offer to add it to the list;
    • select a name from the list and click on the column heading - the program will offer to remove it from the list.
  • SNILS Now it is not necessary to fill in, but the program allows you to enter it.

When issuing duplicates, it is possible that the graduate’s full name in the original and in the duplicate differs - for example, due to an error or change of surname. The program allows you to do this:

  • the original data is indicated in the year of actual issue of the initial certificate. Please indicate first NEW Full name option and issue a duplicate - this option will be saved as a duplicate;
  • then set the switch to "Edit" and correct your full name to OLD option. After pressing the button "Save" answer the question about replacing your full name in a duplicate.

You can check the correctness of your full name in the duplicate at "Data and print duplicate", as well as in the current year's book in the class with an index "Double".

If it was not immediately possible to write down the full name options correctly, then when editing the graduate’s full name (set the switch to "Edit") after pressing the button "Save" When asked about replacing your full name in a duplicate, answer:

  • if entered NEW option - "Replace full name in duplicate";
  • if entered OLD option - "Do not replace full name in duplicate".

On the page "Elkniga" To fill in the data, enable the checkbox "FRDO Data"– the rating fields and some others will be hidden and the FRDO data fields will become available. Check the fields and correct them if necessary:


  • the level of education(primary or secondary) is filled in automatically. Can be corrected by selecting from the list;
  • status(original, duplicate, lost) is filled in automatically and cannot be corrected;
  • confirmation of loss and confirmation of exchange are filled in automatically and are not shown here;
  • document type(name for the currently issued certificate or duplicate) is filled in automatically. When filling out previous years, you can select from the list manually, and you can select outdated titles (for example, a certificate with a gold medal).

After filling in the data, create a file for FIS FRDO. IN "Elknige" click "Data Export".

Use the switch to select the amount of data to be output - for all parallels of the year or only for the selected parallel. Then click "Data export for FRDO".




You will see a table of prepared data filled in according to the template. All data on issued certificates and duplicates for the selected parallel or all parallels of the year of the e-book are displayed in one file. You can display files for previous years if data on graduates and certificates is entered into the program.

Check the details and click "Export data to Excel file". The file will be saved in the folder "Export", the file name is indicated on the same page. The file name includes the file's creation date, year of release, and parallels.



The error on this page cannot be corrected. To do this, go to the pages "Graduates" or "Elkniga" and fix the error there.

After export, you can mark the exported data or unmark the export using the corresponding buttons.

The data from the exported file should be pasted into a copy of the one received from FIS FRDO view template file "Template.xlsx":


If some of the data has already been transferred to FIS FRDO previously, you can edit the received file by deleting the lines already transferred.

One of the discussions held within the framework of the XVI All-Russian Forum of Strategists was devoted to this topic.

To increase the efficiency of the state strategic management system in Russia, intelligent technologies are being developed and implemented aimed at automating the procedures and processes of strategic planning (SP). In 2015, the Ministry of Economic Development began creating a federal information system for strategic planning (FIS SP), which is a register of strategizing documents at all levels: federal, regional and municipal.

According to Denis Gainulin, Deputy Director of the Department of Strategic Development and Innovation of the Ministry of Economic Development, the system already contains about 57 thousand documents, and every day the volume of data increases by 300-800 new materials. The formation of the register, according to the expert, revealed a range of problems in the field of joint ventures. He named the main ones: the creation of a document for the sake of a document (the targets contained in them are not achieved), as well as the lack of consistency and balance within documents.

“We see that one indicator has different formulations in different departments, and the numbers themselves differ - for example, one department has an average life expectancy of 78 years, another - 75 years,” Gainulin gave an example.

Another key problem is the lack of skills to work with this data; this situation should be corrected by the professional development of the joint venture participants. In the meantime, there is practically no monitoring of the implementation of plans, and adjustments to these plans are not carried out on time.
Therefore, the implementation of Federal Law N172 “On Strategic Planning in the Russian Federation” adopted in 2014 does not lie in the number of documents entered into the register, issued resolutions and methodological recommendations. The goal is to create by 2020 a digital platform that automates the joint venture process from the moment a decision is made on the need to develop a particular document to the completion of its life cycle after monitoring the achievement of the stated goals. For this, more data, simulation modeling, artificial intelligence, and cloud technologies should be used. Only in this case can we talk about the formation of an intellectual system to support management decisions in the field of joint ventures and the main elements of the digital state.

Other speakers also spoke about the need to establish work with big data when developing information systems. Deputy General Director of IBS “Expertise” Tatyana Popova believes that it is important to learn to collect “traces” in the information space before they become visible to other market participants. This requires special competencies that are in demand throughout the world.

“Integrating materials from a variety of sources allows us to fine-tune the forecasting model and improve the effectiveness of the measures taken. Prescriptive analytics uses all the diversity of information, and the current level of technology development allows it to be collected and analyzed almost in real time,” Popova noted.

Vice-President of the Center for Strategic Research Maria Shklyaruk recalled in her speech that as part of the overall development strategy of the country in the new political cycle, the Center for Strategic Research has formed its vision of public administration reform. A big obstacle to strategic development and changing the management model is the slowness of the system: a large amount of time passes between decision-making and its execution.

“You need speed and flexibility, the ability to quickly change the mechanisms for achieving a goal. All this is impossible without the emergence of a culture of decision-making based on an array of data, so government managers must work in conjunction and in constant contact with IT departments,” Shklyaruk noted.

She also emphasized that data should also come from non-state sources, since often better information is accumulated there. Thus, indicators provided by mobile operators and retail create a more accurate picture of consumer demand than the reporting of the statistical agency.
One of the important components of the country’s development strategy is the implementation of the “state as a platform” concept, in which independent suppliers and consumers will be able to use government data and services, Shklyaruk noted. “Technology development is an attempt to move away from the outdated management model. There is no need to try to use technology to digitalize the existing chaos, you should start with a clean slate: using the capabilities that exist, build other methods of management,” Shklyaruk said. According to her, the approach is important - the goal is more important than the functions. Now in many departments there is duplication of functionality, confusion with areas of responsibility, so to implement the strategy you need to set a goal and form a professional team of managers to carry out reforms.

The topic of using technology was also discussed at another session of the forum, dedicated to the prospects for introducing artificial intelligence into the public administration system. Speaking about the transformation of state and public institutions, the discussion participants discussed the possibility of transferring the right of independent decision-making to rapidly developing technologies. Today, this opportunity is widely used by business, which allows them to achieve high efficiency, and, according to a number of experts, such a prospect awaits existing government institutions.

As Pavel Demidov, head of the communications policy department of the Center for Social Development, noted, so far there are barriers to the introduction of machine control - these are issues of trust and security. On the one hand, machines work better than people in many ways, but not all people have confidence in artificial intelligence: most citizens think conservatively, and this is normal. “If people are afraid to give a car the right to drive around the city on its own, then letting a complex machine run the state is even more difficult,” Demidov noted.

If trust in a person is built on reciprocity, then trust in a machine can only be built on the factor of predictability, and this is very difficult to achieve. Touching on the topic of security, he noted that, with the development of artificial intelligence, humanity will increasingly think about the possibility of a robot uprising. As Pavel Demidov concluded, the prospect of using intelligent information systems in public administration is a story of coexistence with artificial intelligence, co-integration with it. “We need to learn now to interact with him in such a way as not to lose ourselves,” summed up the TsSR representative.
